Graphic Design industry standard billing?

My company is an architectural and engineering firm that needs renders done on projects form time to time. A new graphic artist I met makes great looking renders for me, but question his billing to some degree. He charges a rate of 65$ per hour (seems decent to me), but he charges that for when his computer is rendering a model (could take 20+ minutes to render a view) in addition to the actually modeling/ texturing in what ever software he uses. It seems kinda odd that I am paying 65$ a hour for strictly computing power during. Is this industry standard?

  1. Yes it is. I do design for a technical consulting company and we bill for computer processing time; the argument is that the computer could be used to create work for another client, but it is tied up rendering/processing.
