Will Obama Jack the Price of Electricity to Heat/Cool a House to 26cents/kwh from 10cents/kwh for Poor?

"Simmons Ocean Energy Institute recently announced plans for an offshore wind farm in the Gulf of Maine estimated to produce an average of 1,650 megawatts of electricity for about 26 cents/kwh." The poor and elderly, who have tight budgets, will easily be able to make the adjustment to expensive wind energy. Should Grandma learn to sweat out the summers?
