What do I do about noisy neighbors?

Ok, My husband and I had a baby in June and had to move into low income housing to better afford the bills. I swear since we have lived here, the neighbors keep me up more than my newborn son. Our neighbors have three kids so I do not expect it to not get noisy...but I will hear them screaming at all hours of the night. Around 3 am every night I can hear them (clear as day) having sex. I want to add that their floor plan is the same as ours (their bedroom is right above ours) and it is ranch style...so we are on the bottom level and they are above us. They blast music throughout the day and their kids pound on the floor so loud that our light fixtures shake. I have contacted the office (like I said we live in subsidized housing) and all they do is put a note on their door over and over again, which isn't working. And one night it was so loud that I called the police and they said there was nothing they can do. This is so sad because we have the money to live in another apartment but our lease isn't over until May. My husband works an hour away and has to be at work at 7 so he has to wake up at 5 and there are nights they (our neighbors) have us up until 2, 3 am. If anyone can give me any advice I would appreciate it. Oh and I have tried just talking to them.... a few times they said they would try to keep the noise down...but of course they haven't.

1. Give them sleeping pills and tell them its viagra! Or, make a you tube video of the noise and post it to the quiet police!
2. The only thing that ever helped me AND annoyed the neighbors (I had an almost identical situation as you) was to play classical music/Opera almost day and night. I happen to LIKE classical music and they hated it. Classical music/Opera has been proven excellent for little ones to grow and learn with and it is very very good for parents who are trying to get through a day/night in peace. Even cows give better milk when Baroque is played! I might suggest some from the Romantic Period in the mornings (Beethoven) and toward the evenings, I would do Opera/Bach. If you are really getting desperate, he has some outrageous organ sonatas that are LOUD. They even drive me nuts and I like Bach. The great thing about classical music/Opera is...it's cheap and very very mentally healthy. Best of Luck
3. Record their own noise and play it back for them as loud as possible, and at the worst times.
4. Move again, yeah it sucks but it's worth the try.
5. Record the noise and put it up on youtube.com and later ask them so your on tv..and give them a copy of how they are as neighbors..Get a broom and hit them in the ceiling and make loud sex sounds too..call it a fair trade.

7. Get an air purifier and turn it on. The sound of the motor on it will block out the sounds from your neighbors. It will also keep the air in your apartment cleaner. Just make sure you don't get one of those silent ones because that will defeat the purpose. Good luck!
8. Next time you bump in to them, speak nicely and ask if they ever hear that noise in the apartment. "It sounds like they're making love around 3 in the morning! I can hear it clear as day!" Describe the noise you hear, but pretend you think it's coming from someone else. They'll get the message!!
9. Can you move to another unit? If not, I would try talking to them again. Other than that, you will just have to hang in there until May. Good luck.
