Can you help me build the right computer?

I design homes & offices using the program Chief Architect. The performance of the program is ''okay'' but movement is somewhat jagged and not everything works correctly. I would like to build a new computer but don't know what is the best hardware for the job. Gaming machines aren't an answer. What is the best video card, cpu, motherboard, etc., for creating a pc that will give me top performance in rendering & operation of house design software? $3000 is the most I can do for now.
