what is the best web design software for beginners?

I would like to build a website for my church but have no idea where to start. Any help you can provide here will be greatly appreciated. Thanks!

1. FrontPage. Dreamweaver if you're feeling lucky.

I'm a firm advocate of learning HTML and CSS through online tutorials and references, and staying away from bulky web design software like Dreamweaver and Frontpage because they produce non-compliant and generally non-friendly code for cross browser compatibility. The beauty of HTML is that it is text-based, so you can use Notepad if you want and you won't need to buy overpriced "web design" software. However, you will want to use a high-end graphic design program like Photoshop and/or Fireworks for creating your designs and image slicing.
