What is a good FREE program to create floor plans/house plans?

My son and I are finishing our basement for his Senior project for school. Part of the project involves creating blue prints of the basement. Need to show the basics I guess, wiring diagrams, framing diagrams, and all that kind of stuff. Is there a good & easy FREE program out there in which to do this that I can download?

1. You could probably draft it out quicker than downloading the CAD program If you had a plan for reference. I have heard a true CAD program will burn a computer up, that was 5 yrs. back. Here are alot of programs but I can't vouch for them. http://freeware.intrastar.net/cadsoftware.htm
