is it possible to get accepted to a top school for a phd in urban planning with average GRE?

this is a call for all PhD'ers out there who have gone into the phd application before. i am an international student with architectural background and 8 years experience in total including 3 years in urban design and real estate development. i finished a masters in urban design this fall and planning to apply to a phd at a top school in the US. i have average undergraduate gpa but am top of my class at the masters degree. my GRE practice tests showed an average scores so far: Q:700 V:400. so the question would also involve the possibility of taking the fact of being an international student when looking at the verbal section. what do you think guys? do i have a chance?
