if i open my window at night and run a ceiling fan will this cool the room in the summer?

i am moving back to my mom's house in the summer and my room is very small. it gets really hot in the summer. i was thinking of getting a portable air conditioner but i dont want to pay for it so my plan is to open the window and use a ceiling fan. does this cool a room?
