What procurement route would building a private airfeild be and why?

Scenario: You are a Chartered Civil Engineer and you have a Client. This Client has plans to build a flight school and private airstrip on the outside of your town. They have obtained planning permission. The works includes a runway, apron, a hanger building with office / teaching space and parking spaces. The land is generally good though it is marshy in some areas. Would this fall under design and build or traditional procurement?
