Help! I need someone in real estate to help me!!?

So my fiance and I are looking at a house that is $244,000.00 CDN. I believe the house is vacant at the moment, it is in a very good area and these are some of the specs: Texas sized bungalow, very open plan, large living room & kitchen. 3 bedrooms up, unfinished bath off master. Basement has some development. Most windows replaced in 08. Plus furnace, ext doors & air conditioner, new eave troughs. & fascia, exterior paint, back yard regraded in 07, large double garage & back yard. What im wondering is, what is a good but lower offer to make on it. Remember its $244,000 Canadian and also vacant at the moment. Only realtors or someone with a realtor background may answer.
