Black Neon Room Design. Need help please.?

Hello Y! Helpers, I am soon moving into a military house. A 4 bedrooms & 2.5 baths house. I'm 18 and going to be living with my parents for 3-4 years while I'm going to my University. I will be living in the second to largest room. Now we are not allowed to paint the interior walls of the house. I am going for a black wall with black lights and neon lights themed room. Therefor to make any bright color illuminate as if it were a light itself. What my problem is is that I need the walls black. I can't paint, so I thought about wallpapers. What wallpaper is easy to remove and re-add that is cheap and solid black(it can have a sleek design on it too)? I just don't want to cause damage to the paint on the walls. FYI: I'm about a mile away from the ocean in Los Angeles near Disney Land (10 minute drive away :P). tl;dr: What wallpaper is cheap and easily removable and re-addable? 1. If you are saying you can't wait the interior or the house, then why are you asking about painting. Also wallpapering if harder than painting.
