Can you just go to your city real estate office and ask for existing building designs?

I'm making 3d walk through design for a friends commercial building he's building ground up, I've got residential design examples out the wazzu to work from, but I was wondering if it was out of the question to ask the city for the blueprints of a popular sportsplex building in the area. I'm sure in a post 9/11 world they'd be a little on edge by giving out this info but is it still possible?
