How do I design a page in Joomla?

I am building a website for a church and want to do a very customized design in Joomla. Should I create my own template and use that or would I be better off finding an existing template and modifying it? I know CSS and HTML and am willing to learn PHP and other languages as needed. Thank you!

1. Here's the best of both worlds scenario - find a free Joomla template and customize it. This way you wouldn't have to spend money on purchasing one and you don't have to start from scratch either. If you know HTML / CSS then you shouldn't have any problems with modifying a template. Index.PHP contains all your HTML (plus some Joomla specific tags for module positioning, etc.) Good luck.
