Free web design site or software to build a website?

I'm ignorant about web design, is there any free site or software that helps me to build my commercial website. like making a word document. i don't want to add special characters or < > :"\ `.. etc

4. What you want is a WYSIWYG editor, which stands for 'What You See Is What You Get'. These allow people who don't know HTML to design a website. I am sure you can find many free or cheap editors if you search Google or Yahoo! for 'WYSIWYG' and 'free WYSIWYG editor' Also check out http://www.w3schools.com if you are interested in learning HTML.
