I am working in a software company and I want to start a web designing company on partime.?

I am currently located in USA but soon moving back to India. I can spend like 20 hours a week. I have limited investment. I don't know from where to start with. I have started building my own web site, www.nballiance.com Any suggestions, like from where to get free templates to be used for commercial purpose, from where to get plugins such as login module, blogging module, farmemail etc. In short whatever you can suggest please suggest.

Everybody is a web designer nowadays and it is hard to find work. I live in the UK and outsource in India where rates are low.
