1. Dreamweaver is the best. Sort of a big learning curve, but it does it all and does it well. A little pricey. Its companion, Flash, makes all those "fade in" and "fade out" and moving intros. Both from Adobe. If you just want to see what you can do for free, try Nvu. Good freeware, very WYSIWYG. For most graphics, you can use GIMP, also free. I would avoid Microsoft Front Page because it has too many proprietary bells and whistles. Requires special add-ons at the server to work right.
