Why does everyone you know want defective building frames?

Building frame materials are always strong, tools to assemble building frames are great, the assemblers always work hard and are dedicated, the designs are always approved, the current reinforcing systems carry Patents, yet storms, seismic activity, floods, and fires are always destroying buildings, and more importantly, what's inside of the buildings! A majority of the victims of these destroyed buildings are not Terrorists, yet when a new innovation that proves that buildings won't fail in the storms, etc; there's always an excuse for turning down the stronger resulting building frames! Cost increases/cost reductions are both major turn-down "reasons" expressed in a recent survey as for non-interest in Continuous Reinforcing Systems, a proven new method of wind-proofing buildings.   1. I think it is because money unfortunately plays a big issue in how buildings are built, usually the lowest bidder get the contract. Just like bargain hunting, if both products look the same, then if there is something significantly better to the buyer, they probably are going to choose the cheaper one.
