What program or book is best to learn web site building/design?

I can build a simple one-page web page, but I want to learn how to build and design an actual web site, with all the bells and whistles. Unfortunately, no classes exist in my area. I have intermediate computer skills, but no programming experience. Any recommendations? My budget is about $200.

1. a simple idea just login www.tutor.com. for a basic stucture of web designing
2. download the trial of dreamweaver from adobe.com and download the trial and it comes with many tutorials. save the $200 and buy some beer ;)

4. Dreamweaver http://www.adobe.com/products/dreamweaver/ is by far the best program to build websites but it is way over your budget however you could use torrent or something like Limewire or Frostwire to get it. E mail me for more info.
